Controlling rule

Kentucky still recognizes a public-adjuster license, but the ordinary entry path is temporarily closed. KRS 304.9-430 bars the commissioner from accepting or approving ordinary public-adjuster applications and bars the department from issuing those licenses for two years beginning April 13, 2026. The rule applies to resident and nonresident applicants. It is not merely a testing delay, and finishing private education does not place a learner in an application queue. An unlicensed person therefore should not advertise, solicit, act, or hold out as a Kentucky public adjuster on the strength of a course certificate. This course is education for claim literacy and compliance; it is not an approved prelicense program, an official examination, or a grant of authority.

Course takeaway: The commissioner may not accept or approve them, and the department may not issue the licenses. The two-year limitation began April 13, 2026. Two years. KRS 304.9-430(1)(b) states the duration expressly. A person whose temporary or apprentice adjuster license was in effect on April 13, 2026. The status must have existed on the statutory date.
