Who the license serves

California Insurance Code section 15007 defines a public insurance adjuster by the work performed for compensation on behalf of an insured: investigating, advising, preparing, presenting, negotiating, or helping settle a property-loss claim. The client is the insured. A company adjuster is an employee of the insurer, and an independent adjuster is hired by an insurer on a contract basis. Those roles may inspect the same damage, but they do not share the same principal. The separate disclosure required before a public-adjuster contract reinforces that distinction and tells the consumer that using a public adjuster is optional. The license reaches claims involving real or personal property and loss of income; it does not turn the adjuster into an attorney, contractor, or insurer. Technical specialists may assist, but the public adjuster must stay within the licensed role and make clear whose interests the adjuster represents.

Course takeaway: A California public adjuster represents the insured under a written engagement; this course prepares for, but does not replace, licensing.
